I have been on a quest to find the legal documentation, that authorizes the President of the United States the power to appoint CZARS!

Can anybody out there tell me where this authority has come from. Such as a Senate Bill, House Resolution, past President’s Executive Order?

I understand the President can appoint as many (ADVISORS) as He or She may wish, but the advisor has no authority to make any decisions.

Who and how are they (The CZARS) paid. What funding is congressionally approved to pay them?

Since when can the President appoint a Czar to circumvent the congress?
